tibetans have reglious freedom in tibet, as long as its not violent or engaging in separatist activties. on the other hand tibetans in exiles some are the Shugden followers, but dalai lama banned the worshiping of Shugden and procecuted and instructed to beat up and Kill its followers. dalai lama said "worshiping Shugden(who is part of tibetan culture)is wrong, and all tibetans must be loyal to the dalai lama"
