The reason it's taken so long (and prbably longer than 2012) is the cost for this movie is off the charts. the special effects, the massive amounts of CGI used, props; put it all together and you're looking at a budget even bigger than the budget for James Cameron's Avatar.

These films were test footage made specifically for the halo movie by Peter Jackson and Neill Blomkampp. There were budget issues, and the project was canceled. Peter Jackson, excited with Blomkampp's potential and talent, allowed him to make a single movie of his choosing. District 9 was born. The halo project was stuffed. As of now it is uncomfirmed whether the movie will ever be made- bungie had no comment.
