Complete all challenges and collect all souls in Shibuya Terminal. Then once you completed the story, get a JET ranking on ALL the test run modes for that stage.

@robococo100 same question i had back then. u need to do all three courses of an area:

example u notice shibuya terminar has jet tech,jet flag and jet graffiti, u need to do all the of them and get a jet, if u do so u will unlock the character for that area.

in poison jam's case, u need to get a jet ranking in the 3 trials of the sewage facility and in the 3 trials of the bottom point to unlock them.

some are hard some are easy, but they are not imposible

to unlock Zero Beat, get all graffiti souls in Shibuya Terminal, then go to Roboy and hit the thumbs up on the right, get a Jet ranking in all 3 modes that Shibuya Terminal pops up as a level, which will be a griffiti one, a score one, and then capture the flag, the hardest will be the scoring one, took me forever to figure out a pattern
