If it was a real animal there would be variation in appearance due to movement of body, tail, and flippers or fins. This is something being pulled along by a cord under the surface of the water. It is a solid, non-animate object.

THAT was rather convincing. This thing looks like a solid object being towed by some sort of line attached to it below the surface.

I do a lot of sculptures ( both bronze and stone ) of all kinds of animals and in order to capture their forms properly you have to study the way they move carefully. After a while you pick up lots of little, subtle characteristics that most people miss. Amphibians and swimming reptiles don't look like the thing in this video. There is no variation in what appears above the surface for one thing.
