I think the fixation with handjobs reflects the way sex is viewed through adolescence in the film. To these kids the handjob would seem to be the ultimate sexual act. Like they can't even imagine something beyond that.
The problem is that it isn't just constant references to various handjobs, it's mainly one claim that he got one that is then referenced again in the future.
