Actually, there are many people who a) know when to stop drinking, b) know not to get pressured into drinking more than they can take and/or c) just don't drink for drinking's sake.
So no, "everyone" has not had too much to drink.

@Voijinzo That girl looks about 17-18 she probably hasn't been drinking for that long so she wouldn't know what her limits are, as most people have to learn. So I think people should stop their snobbery on the girl. In the real world a lot of people don't do your little bullet points, they go out and don't know when to stop and give into peer pressure. Not trying to argue but that was my opinion on the video.

Right, I do understand the basics that stand behind the motivations of those people, e.g. doing shit to be part of a group, not thinking rationally for the sake of fun, stuff like that.
I do not, however, think that those are things one should defend.
I mean, I also get how people become sociopaths, that still doesn't mean that I think it's acceptable behaviour.
Then again, drunk teenagers ARE what keeps the eye-patch industry in business.
