The flashing is the electrical power line both devices use 60hz with a slightly offset sync pulse delay. You can measure how fast something is turning this way too take a photograph of something spinning when you see it strobe and appear to reverse directions you will know is turning 60khz.
Now try that again, this time showing Ram usage in Task manager.
I don't buy this it uses less crap, but then again nobody wants to show memory usage statistics instead "Hey it run on less mem" orly? Prove it, if it's usage is 64 or higher out of 192mb it's not workable.

@kawaiifreak860 It doesn't use less exactly, as Windows 7 does state it requires more RAM, but it does run smoother than XP. I can personally vouch for this because I dual booted them and compared benchmarks and RAM tests, and Windows 7 actually doesn't have as much "free" RAM as people lead you to believe, but it does set that RAM in reserve and leave you with VERY little "free ram" because the memory it does set aside is equivalent to free RAM.

The Pentium iii 450 used the katmai core which is no different than the previous pentium ii core except for the addition of a few more instruction sets. And yeah, mobile devices pretty much eat what was considered a high performance part 12 years ago for breakfast

@VZIPTEAM As I mentioned in the description, I installed Windows 7 with 512 MB RAM and then removed memory after the installation was complete. 192 MB was the lowest amount of memory I could get the system to start up with.

@112platoon I ended up using another, more recent mainboard and CPU (P3 vs P2). Couldn't get it to work on the one with the non-compliant BIOS at all.
I know the setup demands 512mb of RAM but there is a secret with the Vista installer which i think also works with the 7 installer, if you have at least 380mb RAM or something like that, it will still go!
yeah..it can run on pentium 3 with 256mb of ram and above...but i do not recommend running win7 on pentium 2 even with 256mb ram lol...that specs will makes you hedic...

But the power usage of the mobile device, mhz, Fsb, available ram and ram speeds all effect the overal comparisment of cpu performance.
