ok first if it was a meteorite it would have left a gaint hole and rocks dont grow. the only ones that do are sedimentary rock and they form over millions and millions of years and dont grow ripples like that. they do change colors in layers though and it might be where a fault happened and shoved the rocks up out of the ground to make it look like that from a distance

you dont need water to form a shape like that, the stone can get essentially "sand blasted" by the sand on mars during storms and can erode the rock. Also people believe mars was once covered in water anyway
