The trains run through remote uninhabited areas. The car is for the loco crews to work in relays.

Why there's such many curves?

Curves are usually there to avoid things like salt pans, mud flats and other such stuff as would be horrendously expensive to build over. They are also a good way to make a climb longer and thereby reduce the gradient.
