it's not an anime. Axis Powers Hetalia, originally was a web-comic, a manga to be exact, whose characters were the Countries (England, USA, Spain, Itally, Germany, Japan, China, etc), on the time of the 2nd World War.

This pictures are fannarts, made by some yaoi fans (boys love), which found the relationship between some characters a little suspious, and thought they were cute as a couple.
