Fortunately, for the victim here it appears he passed quickly RIP. If you look at the footage in the beginning you can see that the victim is lying prone (on his stomach) and they focus in on his face which is facing upwards. Most people can't look behind themselves and live to tell you about it. Let alone for 70 feet under a moving vehicle. He was dead before responders even showed up. Therefore you can't cause further injury to someone who has passed.
This happens all the time, the cops are in such a race to bet the FF that they do not properly chock the vehicle! The FF were on scene first the PD should have been on stand by if the FD need them! You never extend a hurst tool all the way when the vehicle is not chocked! The FD was not ready for the car to be lifted. It is clear that at 4:52 into the video that the NYPD Emergency Service Unit operated the jaws of life in an inapproprite and reckless manor causing additional injuries to this victim. The FDNY was clearly setting up the air bag rescue system which is safer and more controllable. After the NYPD dropped the car you can hear the Fire Fighters yelling at them and then you can see them scurrying away from their screw up like rats. Leave the rescuing to the FDNY
