Actually, if you look on the Narutopedia, Matsuri is actually AT LEAST 1 year older than Gaara.

She's 14 in Naruto and 17 in Naruto Shippuden (While Gaara is 12-13 in Naruto and 15-16 in Naruto Shippuden)
