is this thing good for the cat's skin?

looking for one but not sure if combing the cat too many times will irritate his skin

It's not irritaing, because you don't have to press hard to get out lots of fur with this brush, like might be done with a regular brush - over and over. This brush might actually mean less contact because of the results.

As a side note, any kind of brush used on your pet, is good for both of you, because the time spent together is great for body and mind!
