There is no level limit for Bastion Stair, but it's recommended to be rank 30 to start. I have been there first around rank 27. However, if you are too low a rank, you may not succeded in the instances at the end of the wings. Left wing is the easiest one.

Bastion Stair is for ranks 30-40 :) so U don't need to be 40 to go there :)
