You could probably make one out of copper or brass without using a torch, you would need to get your hands on a 250 watt soldering iron though, and use a ton of soldering paste. Hardwood to make the molds, brass tubing and brass rod stock for the spines. I would not use water for the liquid but light silicon oil or, something which would not evaporate much. Would also add a nut and plug to dial in the liquid level.
