Well I knew you had to be an American to ask that question... But the GDR is the state that was formed after WW2 by the Russian allies. It stands for German Democratic Republic and is otherwise known as East Germany. It was the cause of great tension in the cold war.

What is this song about? This is performed in 1991. In October of that year Germany became one unified country and the GDR became no more. This event was similar to other events in Europe at the time which unravelled the Soviet Union's strangle-hold on Eastern Europe thus leaving it in ruins and ending the Cold War. This song is a Celebration (as this band is from East Germany) that the GDR is gone and they are free and they don't wish to see the politics of the old state again.
