thats just air that has its temperature reduced due to the lowering of its pressure, the lower air pressure gets, the lower the temperature becomes... the flaps are curved and the air that comes off the top is cooled to condensation, then rolls off the flaps as seen here!

i dont see why cameras cant be used, because they dont recieve or send signal so therefore cant interfere with the plane, BUT its for safety!

no, we tell passengers electronic equipment is to be switched off for TO, approach and landing, AFAIK this includes cameras
