It's 'Mexican Flyer' by Ken Woodman and His Piccadilly Bass. SEGA brought the rights to it in the 90s as the main theme for the Space Channel 5 series.

...Ken Woodman. XD He was the original artist, and SEGA brought the rights to the song from him. The producer of the series back then actually really liked it, he said in an interview, and Woodman was really surprised that someone remembered the song and wanted to use it for a video game. Anyway, glad I helped! =)
