You are correct in saying that cell phones are now legal in Cuba but seem to remain oblivious to the fact that on the income a normal Cuban receives under the Communist system, it would be nigh impossible for a Cuban to afford one. This makes the fact that cell phones were made legal relatively insignificant. In the US, over 80% of the population owns cellphones.
