Actually Orton is intentionally boring and methodical the way he wrestles, He wants the crowd to boo at everything he does and hate his guts, he's serious about his heel heat, and makes his face opponants seem even more exciting.

So it depends on what you define a good wrestler as, someone who does a lot of really exciting moves, or somebody who gets good heat and tells a story.
