Theoretically, but we can currently see that they don't actually feel that pressure. The competition is weak at best, because in some markets they really don't have competition. For example, President Obama said, "in 34 states, 75% of the insurance market is controlled by five or fewer companies. In Alabama, almost 90% is controlled by just one company."
