Yes this can be done, also with a receiver from a wireless kit

can do the same thing but you need an external monitor. You can

drive around with one of those 2.4ghz receivers and pick up signals.

I have done it in my own neighborhood and found 6 cameras allready.

Apartment complexes are the best place to pick up these signals.
