Um are you a moron? It'd be way more expensive to send humans on this mission(a mission designed for a robot) plus the risk is there. If we can do it properly with robots, then we will. Space exploration is very important to the future survival of the human species. Just cause you don't care or can't see any benefits with your limited world-view doesn't mean it isn't important.
Plus, the NASA budget is only 1 billion a year, chump change in our annual budget(with the war and all).

They wanted to kick up a large plume of regolith so that they could analyze the contents by spectroscopy. From earth. considering it costs around $5,000 per pound to put something into space, this is cheaper than sending a drill team, don't you think?

There are pinhole cameras that supply more quality images than the shit they put up there (only a few exceptions) For an extra 200 grams you can put a fiber optic wireless camera to at least give fucking video.
Nasa wants to find out if there is water in the form of ice under the surface of the moon. If so, it leaves the possibility open for a future outpost on the moon with sustainable life support. The key reason why the moon is such a good prospect, is because of it's low gravity, that it would be easy to send future astronauts to other planets via the moon. It's also rich in minerals like titanium, that allow for future mining. So yeah.. That's why.
