As a person who has a broken neck and done a tad bit of research on the cervical bones and nerves. What happens is: since they can't move their necks normally when bound, when they take off the collars the musculature of the neck is atrophied and they are unable to hold their heads up on their own strength, this is why after a cervical fusion Drs make you take off the collar so that the muscles retain strength and you can hold your head up. Very bad practice of beauty. Once it's on, your done.

OK let's get something straight. They won't die if the rings are removed. The weight of them simply pushes down on the shoulders, damaging the muscle to the point of being unable to hold their head up without them. That's all. It doesn't make their necks grow. Why would adding metal rings on your neck cause you to grow extra vertabre?
