This game was never released because it was never developed. This video, and this game, is fake. IGN made a hack of the (very easy to hack) Goldeneye Rogue Agent DS rom in order to get more hits on their site.

Your description is wrong, it wasn't not released because of the gameplay and graphics, it looks like it works like Goldeneye and MPH and they work fine.

The only way to download it is if you buy a 200 dollar game chip from the internet called an r4, although it is expensive you'll be able to download movies music and games free for the rest of your life, you can also buy newly released games
