The same can be said for all characters. He just may not be the character that fits your play style. Silver Samurai is low tier, but he's one the few low tier characters that has the tools that let's him compete against top tier characters and such. It just takes a little practice and knowing who to pair him with (or whoever you feel comfortable pairing him with).

Always loved Silver Samurai on MVC2...
Ice Aspect gives him super armor (like Juggernaut and Sentinel).
Fire Aspect pumps up his damage significantly.
Lightning Aspect makes his attacks way faster.
I always use him with Akuma (anti-air) and Venom (variety).

I love Silver Samurai's lightning special attack. One of the coolest looking supers in the game!
