One of the few times I disagree with RR. The taping and the palm isn't illegal. Taking up 2 bathroom stalls in a busy public bathroom to give or receive a blowjob while people wait to use the bathroom is annoying and not what it's for. A couple of hundred dollar fines, people will get the idea that there are cops here, and they won't use it for that.
