Japan had guns and was making fine weapons in the 1500s, but the Japanese Emperors closed Japan to the rest of the world, and shunned any technology that was European in nature. As a result, they stayed the same while Europe advanced in technology. Look at how much the Japanese have achieved since they rejoined the world. China also fell behind due to internal political circumstances.
