If you trade them to emerald and use the clone techniqe works 100% even with shiny, but haven't tried with shiny legendaries... you can trade and spread them xD and if everyone does that, in the end all pokemon will be shinies and the ones that aren't shiny will become rare xD

Shiny legendaries are not a very difficult thing to get. You just save in front of them and soft reset 'till they're shiny.
