She's a fighter, a bit twisted, but a fighter. I'd dislike her character a lot if she didn't show that she was an equal opportunity kind of person--she intimidates everyone.

Besides, what we consider to be obviously gay now was considered to be refined and classy at that time- look at Lawrence Oliver and other classically trained actors. He has pretense to be an artist and an intellectual, and he sort of acts it out in this dramatic and attention mongering persona.
Compare him to that Italian guy in the Art Department. I can't remember his name. His mannerisms are obviously gay and it's hard to believe no one ever picked up on it even back then.
This guy however, while pretentious, pseudo-intellectual, and as you say a dandy is not gay.
tbf I thought he was a little betwixt and between when they had him wearing a random scarf around his neck and drinking wine from 1779 in a goblet as well
I had forgotten how great the scenes between these two were in this episode
