This was filmed in Sao Paulo, Jardim Brasil, here, where I just live all my life. I can talk about balloons here, I already made several of them. I think this is not a balloon. Not signal of fire of torch. So, if is balloon, if fire torch is extinguished, the balloon must fall down. This is not the case. This region (Serra da Cantareira, mountains here) have too much impressive reports of ufos. I (and two friends) already saw an ufo alike moon aparent size. This video is impressive.
