Actually, it takes two people to use a sniper rifle, one to calibrate the scope as each shot requires a different pitch to be accurate and another to simply aim and pull the trigger. By any standards, quick scoping is not sniping, if you no scope with a sniper are you still sniping? I'd say no even if you are using a sniper, the weapon makes no difference.
