Oh here's an important factoid about Len Carlson (he will be missed bless him), the voice of Big Boss (and Herc stormsailor in Jayce and the Wheeled Warriors). You probably knew about the Marvel animated series for Robocop, well in one episode 'Scrambler', he is played by Len Carlson, who uses the same voice as Big Boss from COPS. Even for a great guy like Len, he was bound to re-use certain voices at some point, every actor does. :D
Oh check out Cookie Jar's Jaroo website where they have loads of these shows avaliable to watch online with a proposed scheme for paid downloads to happen, so you could get all of C.O.P.S. in downloaded form..but we'll see I guess.
Hmmm DiC shows tend to have quite a few sound problems it seems. Deary me! Also notice that the DiC shows are now owned by Cookie Jar Entertainment, that may have delayed Shout Factory putting out the second set a little bit.
I'm pretty sure the audio was fixable. I think the problem comes from Shout's limited funds. As you said, they were trying to cut costs so they really don't have the budget to re-issue a flawed disc. They just made up the excuse to cover that fact.
I'm no expert on rights on video/audio being licensed for release, but might they not have been able to edit from the master tapes based on the deal they got for the rights for distribution?
Damn my computer fan is loud. I purposely paused your video for a second because I was wondering if it was you, but there was only a small volume change, while my computer fan was blaring away.
I actually like episodes listed in that particular fashion on the C.O.P.S. Volume 2 set. If inserts are not to be given (which seems to be the biggest drawback for me) then why not list episodes like that.
Of course Shout Factory should have contacted you on how to re-master something. In a perfect world, YOU would re-master everything and make a career off of it.
I hope the cutting costs plan works as it would be a shame not to finish of the show. To be honest I would prefer a plastic case over a cardboard one as it is more steady. Does Shout Factory have an Itunes store? I suppose they could stick episodes there, Then they don't have to spend any dosh making cases/discs.

@smcauley600 No, not really. Considering the relatively low print runs of a lot of their titles, I think they're priced about right. Plus some are actually quite cheap in contrast to similar sets of other shows from other companies.
