YOU MUST USE THE TOP BEARING RACE! it sits in the bearing help it spin, keeps dust out, and stops it from rubbing.

you're supposed to have 2 lock nuts, the bottom one you put as tight as you want your headset to be and the top you push down on top of it. the you push them against eachother to keep them in place. having one wont do anything since it willcome lose all the time.
