Actually guys its mon dolyo yop chagi (turning side kick) most clubs teach it as Dwit Chagi..The poomse is taught to 3rd Dan level 1, 2, 3, 4 and is the graduation poomse of the Master, usually done in Korean terminology whilst preforming the technique.
...if you can't do a spinning side-kick in a Form and land it into the correct stance you have no business doing a 3rd dan Poomsae. are you serious? this poomsae is simple and enjoyable and meant to demonstrate the grace of the level of proficiency a 3rd dan should have. it you're just mimicking this video and haven't been training for 7-9 years(meaning to have been receiving training from an instructor), you have no business practicing this, i'm sorry. a green belt can do that sequence.
@Jeffthemanmiley Jeff, your response here shows your immaturity and lack of experience in martial arts. There will come a time when any martial artist will not be able to do sequences like this because of physical aging. Provisions must be made. This kind of judgmental, prideful attitude you've shown is very indicative of a lack of experience and true knowledge in martial arts. To claim that a person doesn't deserve their rank if there's something they can't do is immature, at best.
@Jeffthemanmiley Hello Jeff...I'm not sure if you have trained TKD or not, but Pyongwon is actually the 4th degree form. If you were to look at 3rd and 5th you would see a much different form and also more complicated. The 4th degree is less complicated, because, this is typically the time in which a student starts turning into a teacher and takes more of a leadership role. I wanted to clarify this for you. Good luck in the future.
@Jeffthemanmiley And therefore there time spent should be spent on helping others and not on perfecting another routine. Oh and also, I'm not sure where the green belt is in the school that you may/may not have been a part of, but, Green Belt is usually somewhere around 5-8 months.I have not seen a Green Belt in my 30 years in TKD that could perform this like the person in the video. They just don't have the basics down well enough. Anyone can run through the moves, but, then make it look good.
I agree this is one of the cooler forms. The dwi chagi or rear side kick must be turned to have balance. If you try more like a mule kick dwi chagi without turning your body around it will make it more difficult to land into the double knife hand position.
GMaster Lee Chung Kwan(in Black background) was here in the Philippines in 2007 and train Taekwondo instructors with GMaster Hwang In Sik. Thanks for uploading, these are the new standardized poomsae of Kukkiwon and WTF.

we must have a good balance when perform a dwi yeop chagi^^

But if you preform the kick("Dwi yeop chagi") well it could be extremly powerful...
My favorite poomsae by the way, I love the way it must be performed...
