SS has never really changed except the spending of the funds.

SS still has its own trust fund that's why they can track the amount owed. If it was part of the overall budget they would have no idea of the amount owed SS.

SS has never really changed except the spending of the funds.
The transactions to the Trust Fund were included in what is known as the "unified budget." This means that every function of the federal government is included in a single budget.
SS still has its own trust fund that's why they can track the amount owed. If it was part of the overall budget they would have no idea of the amount owed SS.

What I'm trying to say is the government has been dipping into the social security funds for awhile. Reagan is just the most obvious example. It's pretty ludicrous to blame all the social security problems on a President who hasn't even been in office for 10 months.
