A. Plenty of people still care about Popeye, just not nearly as much as there were.

B. Nintendo sort of made multiple Popeye games, the original Donkey Kong featuring Jumpman (Mario) as the protagonist and Donkey Kong as the villain was originally going to be Popeye and Bluto rather than Mario and Donkey Kong. They couldn't get the rights though, so Bluto became a big ape and Popeye became a carpenter (and later a plumber).
