TonBerryDon is definitely right.. you can look up a list of what moves are transferable through breeding, and fly/surf do not transfer to the Pichu eggs because they normally can't learn it.. hence Volt Tackle and Fly(or VT and Surf) on the same Pikachu/Raichu would be impossible except through cheating.

@Breludicolo Its not illegal. I had a special event Pikachu that knew fly and a Pikachu (from PBR) that knew Volt Tackle and Surf.

When I breeded them I got a Pichu that knew Fly and Volt Tackle.

@TonberryDon The shiny was a hack, I gave one of the eggs I got to my friend so that he would get a Pichu for the pokedex data, he used action replay and had the shiny cheat on.

He hatched it while catching some pokemon and it became shiny, he then gave it back since he had its data and I decieded to keep it and train it.

Its moves and stats are legit but not its colour.

Think about it, why would I stop at fly, having waterfall would be better and even having x-scissor or other good moves.

Also fly can be breeded!

Try it, teach a pigeot fly breed it and the pidgey will know fly!

@TonberryDon Sorry dude but Pokemaster probably didnt hack the raichu, Pikachu can legitimatly know fly. In the pokewalker you can catch pikachus that know surf and fly. Check Serebii before you call someone a hacker man... just sayin
