@geminilover1924 NASA has boats which recover them to return for future use. I do not know what they will do with the boosters now that the shuttles are ending. Hopefully they will be stored so a more forward-looking government can use them for future heavy lift systems to go the Moon or Mars or to sell them to private launch companies.

@TothAnubis My guess is it is the drogue chute deploying to slow and stabilize the booster, in advance of the main parachutes. Those who know are invited to share their knowledge.
