No, they are only cousins. But the reason why Haru loves Kisa is not only because she's a family member, but also because she reminds him a lot of Yuki. [Yuki was also in a situation once that lead him to the same results of depression like Kisa] And the reason Haru cares for Yuki is because Yuki was the first person to convince Haru that he isn't "stupid" like everyone calls him.
