they are pretty much the same thing but a normal map is like an upgrade of this... bump maps move the surface across only one axis (the face normal) while a normal map uses the Red,Blue and green values of the pixels to move the surface in 3 axis
and if someone wonders how to get color to there bumpt textuer, just press down the "col" button beside the "nor" button :D (if the texture got color that is) :)

no to do that you need to add the 2 textures and then add patches of alpha to them to make them blend into each other.
