Well, everybody beat me to the Keith Moon thing so I will just say that the pairing up of Ben Folds and Mr. Shatner was very cool. The FEMA thing at the end was good too,and true.
This isn't a cover. It was written by Ben Folds and William Shatner. Great song. When I first heard the beginning, I was horrified because it sounded like Shatner was singing and was ridiculously flat. But when I realized he wasn't trying to sing, it was all good.

When Shatner gets to the lyric "and that guy in the Stones", you have a picture of Keith Moon, the drummer for the Who. The guy in the Stones who died is Brian Jones.
If it makes you feel any better, Keith Moon is also dead, though.
