Ah, he took the texture off the snipers kinda scope thing when it's not zoomed and replaced it over some props textures. And no, you can't play it, It's probably a DevKit or jTag mod. Awesome though! :D

The countour shader. It is client sided and uses the current ratiserizer and uses the z-depth to calculate hard edges and draw pixels according the the major depth differences.

Its not just for halo maps. All realtime rendered assets follow the rules when it comes to z-depth. But much older versions run on vertice based. What it is doing for you is rendering the same shader on another object's uvs. But like all the other mods out there, none are actually creative. And just like the 25+ people that have dev kits without permission, nothing productive is being done.
