Turn it there and you will see, not only that if you study the legislative process you will understand that 1. he just can't raise taxes like that and 2. it takes time to get out of the rut that Bush dug before Obama got into office. You can't expect change in a matter of months. This process takes years. Obama can't do anything without Congress's approval.
