Here's a easy way to win Mario Puzzle Party Mini-Game. Stack up 3 rows of blocks until your about to build up blocks in the 4th row than start matching the color blocks. watch how much combo points your going to get. Be cautious though you might get yourself blocked in and lose the game. Even though you finished the entire MP3 play thoughs I still say try out this strategy.

First, beat story mode with a character. Then enter mini-game mode with that character. Move around the room until you see a place you couldn't access before and Game Guy should let you in.

Miracle Star is the title a character gets after beating the story mode, so if you enter Mini-Game Mode with (you being the character) a character you beat Story mode with, you should have it. Not sure why it isn't working for you. You can tell if you beat story mode with someone if that character's face is on the mountain in the background on the "Select Mode" screen.
