The fan problem is a common problem and cheap and easy to fix. It's just the resistor for the switch. But any Chrysler product usually does develop a lot of problems that are much more serious and expensive.
@JohnnyGadgets81 - My circa 2000 resistor, was located inside the engine compartment on the firewall just above and to the right of the passenger side strut tower.
I have a 2001 dodge grand caravan, and that all works fine, but the rear fan doesnt work AT ALL, so as the air con(sorry about the english, im latvian :D)
I have an '02 CT&C with the same problem; only on mine the rear blowers work fine on all settings. My mechanic said this a common problem and the issue is a blower motor switch, a very simple replacement (by someone who knows what they're doing). I have not yet taken care of my problem, but I thought I would pass along my experience to you.
Hi! I`m Sergio from Mexico, I have a town and contry LX 2003, and I have the same problem, but in my case it`s just with the front fan, the rear it`s ok. My van have that fan system and I don`t know if you have find any solucion about it. Could you share me what do you do?
I got the resister at Autozone a couple weeks ago for $14 dollars for my 2003 T&C.

I had the same problem... It is the resistor in glove box. Its about 2" long. It runs about $70 - $100. It literally takes 10 minutes to replace.

@Alexis1638 you go to the dealer for that? my local parts store only wanted 35 bucks for mine for a 2002 dodge caravan

If the fan works on "High" only, you have a bad blower motor resistor!!

strange issue, does sound like the blower resistor. probably unlikely it's the switch or Climate Control unit.
