Listen to the words - my interpretation is that he was sent on a "government vacation", meaning war, and part of him came back in a plastic bag. They taught him the rules - what he is supposed to say, but when he started teaching he told students the truth about what happened, so they put him in a place where no one could listen. Actually, if you watch in the end, the black ball doesn't move at all, but the cylinder and guy do on a platform that moves them back and forth. It's a camera trick that just follows the ball, making it seem like the black ball is moving, but it's not.

Also you could observe the impact between the black ball and the balloons.If the ball was moving ,on the impact, the balloons wouldn't just pop right away , they would first "go under the black ball" :) also when they collide the ball moves from left to right , struggling to stay in the same spot with a move that is very fake :)

i think the ball is being held on the ground by a metal arm that reaches back behind the drum. which would explain why it sways back and forth but never truly up and down, the ball its self is a ballon with the end attached to the non visible pipe so it appears to be perfectly round, then barbs wer attached to pop the other balloons,

well the only way it would be possible is that the ball is constantly falling and the wheel is being spinned at just the right speed so that it doesnt fall either way lol, but its obviously fake, theres just no way one guy could keep it constantly going at the right speed.

Yes, but it doesn't bob around a lot when it collides with the balloons. It's pretty evident it can't be anything from the sides either because then it would hit the balloons. Unless the ball was extremely weighty it couldn't really be a wire.
