The scene where Vince is talking about his mom is sentimental, but of course wasn't needed. He was already established as a jackass who tried keeping Brian away from Dom's sister Mia. Having him give an implication as to why he always acts pissed off would have only worked if he had been a more pivotal role to the plot.
