I think you should look at it this way: if the top 3 usually win tournies, doesn't that give the low/mids more incentive to play better & harder?

if street fighter 3 were to balance the entire roster and give the lower tier characters more options against the higher ups i believe that this game would get a revival...

No, the entire problem was the Parry system. Too advanced or too random, either way rookie players needed to learn every characters special moves, how many hits in them, what their recovery time was and what they could do with mix ups/juggles.
No rookie player wants to be pro when it's so much to invest and pro players dominate the rookies. Do or die and many chose die. Balance has little to do with it. Balance is boring, hence SFIV. Its success is only because it's the first SF in 10 years.
nah just give Yun the longest bar possible, give chun a tiny bit more lag on both of her standing fierces, and nerf her SAII's damage by 10-5% and you have a game with tons more viable characters.
I agree completely with the Yun tweeks but with Chun, while SAII is ri-fucking-diculous, it's still the icing on the cake for her, her normals and pokes are too good. Those need to get toned down a little as well.

I've only played VF4evo and VF5. Anyway just watch some videos from japanese arcades, and tournaments. What makes the difference is definitely the player, not the character. a good channel : "Ogikage"
Its me, or Matsuken is extremely defensive? I really don't like to look at him play. He's really skilled alright, but its just frustrating to look at how he plays.

I disagree. I think the real problem with Third Strike in this modern fighting game world is that it is very poorly balanced.
