That branch has more Captians than the Marine Corps has Officers. But all the grades get paid the same, depending on time in services too. There are those proverbial LCpls that stay the same rank throughout an enlistment. Some are stuck with a slow promoting MOS, but the rest are what we call, 'shitbirds.' Hope this clears it up.
